The Department of Homeland Security is the second highest civil authority in America, ranking only behind the FCC in terms of sheer power. Created in Frankensteinian fashion from several dozen minor bureaucratic departments following the September 11th incident, the DHS has a wide range of authority across the United States. Among the Department's responsibilities are patrolling America's military bases, looking for extraterrestrials, battling against terrorists, and even cleaning up major cities following natural disasters. The Department even monitors Internet sites such as TeeVeePedia.
