C-SPAN3 shows all the political content deemed by the FCC to be "too hot" for C-SPAN and C-SPAN2. The network was judged necessary after a live episode of Congress broadcasted Senators Russ Feingold and Hillary Clinton topless, with the Pixel Guy out sick for the day. The episode climaxed when former Campaign! winner Bill Clinton entered the chamber and stuffed a boom mike down Feingold's throat. Feingold died within minutes.
